chore(kb): record the kb-maintenance arc against a retroactive ticket

Reconciled the commits back to cc3889d against beads. Every one named a
ticket that is closed with a close_reason, except the three kb commits
(a406b52, 3a58d3c, 3697171), which had no issue at all. Filed and closed
improvise-sef for them, since the CI job they add is a durable capability
whose provenance someone will look for.
