chore: record backlog-grooming method in the knowledge base

Groomed the backlog 2026-08-30. The durable part is the method: cycle
detection, priority-inversion detection, stale file:line citations, and
dissolved premises are all mechanically checkable, whereas prose mentions of
other issues are candidates that must be read per pair — of 21 one-way
mentions only 2 were real dependencies, and several pointed the opposite way.
