ADR 007: fold in the user's answers on #210; status stays proposed (improvise-sboz)

Storage and every reference key by id, with a display field for the human
name. Ids are interned symbols made by slugify. The formula id goes after the
target. The space before the id tag is optional. Data keys use ids. RecordHash is
defined over ids. Legacy JSON goes (improvise-tt22). Each answer is quoted
verbatim under "What the user decided". Still open: Q5, Q6, Q8 (restated), Q9,
Q10 and Q11 (restated), and new Q12 to Q14.
