Edward Langley ee65cb2815 ci(browser): name clippy and rustfmt, which this job actually uses ...

The browser job lints harness/opfs-contract because it is not a workspace
member and the `test` job's workspace-wide fmt and clippy cannot reach it.
It was relying on the toolchain action's defaults for the two components it
runs. Named, like the `test` job does.
