Edward Langley ba120df4cb chore(bd): refresh the issues export, which auto-export no longer maintains
The pre-commit hook that re-exported and staged .beads/issues.jsonl was removed
(adfc765 turned off git-add; the hook itself is gone), which was the right call:
the file used to ride along on every branch that did any bd work and conflicted
with every other branch that did the same — it left the index unpickable during
the PR #50 merge.

The consequence is that the export is now refreshed deliberately rather than
continuously, exactly like context/repo-map.md, and it had drifted: 314 records
committed against 338 in Dolt. Twenty-four beads filed since the hook went are
absent, including every one from today's web-UI and review rounds.

That staleness is load-bearing rather than cosmetic. The documentation site in
PR #62 links a ticket id only when it appears in this export, and renders it as
plain text otherwise — so every missing id is an unlinked citation on the public
site. The site is built to degrade rather than to assume, which is right, but
the degradation should reflect reality and not a stopped clock.

Dolt remains the source of truth; this file is a passive export of it.
