Update UI components and effects to ensure layout is rebuilt when necessary.

- Rebuild layout in `EnterEditAtCursor` effect
- Use `Rc` for sharing records in `StartDrill` effect
- Improve formatting in `SetDrillPendingEdit` effect
- Update test case in `App` to use multi-line method calls
